Job Purpose

The Director, Supervision is responsible for regulating and supervising the establishment and management of retirement benefits schemes

Job Requirements

  • Bachelors Degree in any of the following disciplines: finance, law, economics, commerce, actuarial science, business administration, social security or its equivalent qualification from a recognized institution;
  • Masters Degree in any of the following disciplines: finance, law, economics, commerce, actuarial science, business administration, social security or its equivalent qualification from a recognized institution;
  • Relevant professional qualification and membership to a professional body, in good standing, where applicable;
  • At least twelve (12) years’ relevant work experience with at least five (5) years’ experience in a managerial role;
  • A certificate in leadership from a course lasting not less than four (4) weeks;
  • Demonstrated merit and ability as reflected in work performance;
  • Proficiency in computer applications; and,
  • Fulfill the requirements of Chapter 6 of the Constitution.
  • Job Specifications

  • Advising the Board of Directors and Management on matters related to supervision and licensing of retirement benefits schemes;
  • Developing, reviewing and implementing prudential and conduct guidelines for the retirement benefits industry;
  • Formulating and implementing effective strategies and programs for registration of retirement benefits schemes and service providers;
  • Formulating and implementing effective strategies and programs for monitoring and surveillance of the retirement benefits industry to ensure compliance with the regulatory framework;
  • Ensuring the enforcement of all sanctions provided under the Retirement Benefits Act and the Regulations;
  • The determination of levy, fees and penalties as prescribed under the Retirement Benefits Act;
  • Ensuring the review and maintenance of a database of all schemes, trustees and service providers and regular publishing of a register of retirement benefits schemes and service providers;
  • Oversight in the reviewing and approval of applications by employers to contract out of making Tier II contributions as provided for under the National Social Security Fund Act; and,
  • Monitoring and reporting on quality management systems, performance progress and risk mitigation activities in the Directorate.
