About Us

Ciheb is an international health, education, and research center founded by the Institute of Human Virology within the University of Maryland, Baltimore's School of Medicine. The center is comprised of a network of international experts who work with local stakeholders to combat infectious and non-communicable diseases in resource-limited regions of the world. CIheb currently implements programs in seven countries. Our expertise is in technical assistance for health service delivery (with a particularly strong history of improving service delivery for HIV/TB prevention, care, and treatment; and for associated infectious and non-communicable diseases), training and equipping human resources for health, quality improvement, health information and research, and outbreak surveillance and biosecurity. Ciheb works at all health system levels, and all our programs incorporate facility and community-based programming.

Job Summary

The Program Officer will coordinate the provision of responsive, effective, and efficient administrative services to the TRACK Program technical teams. The position will be responsible to ensure stewardship, integrity, transparency, and accountability for all project activities and that high-quality service approach is integrated into administrative systems, policies, and procedures.

Roles and Responsibilities

Reporting to the Program Manager, the Program Officer will;

  • Coordinate and report on activities and required resources to ensure cost efficient and quality service delivery from administrative support functions, including procurement.
  • Ensure a complete, accurate and up-to-date document trail of all procurement processes, vendor files, procurement and inventory database to assist with control and accountability. Prepare reports and facilitate document retrieval.
  • In collaboration with Program Officer, supervise the leased vehicles at the field level, providing guidance and leadership in ensuring efficient and effective use, ensure transparency and adherence to CIHEB-Kenya and donors policies, procedures and regulations, ensuring integrity and compliance to the organization’s accepted standards.
  • Working with the supervisor, monitor the scope, schedule, cost and quality of the project to ensure that the key milestones of each project are achieved; timely and accurately
  • Coordinating and organizing project resources to improve the cooperation and efficiency of project teams and personnel.
  • Developing internal processed to ensure timely payment of participants after activities
  • Any other duties as assigned

Experience and Academic Qualifications

  • Bachelor’s degree or above, at least 3 years’ project management experience
  • Excellent organizational and project management skills, using flowcharts, spreadsheets, timelines, etc. that can be shared with partners and senior staff.
  • Ability to exercise sound judgment independently.
  • Proficiency in MS Office suite.

Required Skills, Knowledge and Abilities

  • Ability to plan and work with minimal supervision
  • Willingness to travel for field work at regular intervals.
  • Ability to foster team work
  • Detail oriented.
