Objective

  • To review and update a learning and sharing plan on the design and implementation of DIBs with both public and private sector providers. This component will focus on factors that facilitate or hinder the attainment of the desired aims of effectiveness in achieving both financial and programmatic outcome through implementation of DIBs with both public and private providers. The proposed learning objectives and questions have been developed and will be shared with the selected consultant. This will be reviewed and updated with the stakeholders.
  • To undertake a contextual analysis to inform development of action plan for national integration payment of outcome budgets in the Kenyan context: This analysis will include an assessment of technical and non-technical conditions (institutional, legal, and policy conditions), institutional capacities and needs including data that need to be in place to implement DIBs within the Kenyan health systems. This analysis is meant to inform the capacity building efforts to for public sector integration and uptake/implementation of outcome-based budgets targeting the key conditionalities required for successful implementation.

Scope of work

The specific tasks of the consultant is to support the following;

  • Review and update a learning and sharing plan
  • Map out the key stakeholders in consultation with UN-JP partners
  • Draft learning and sharing plan with key learning questions, learning activities and products based on stakeholder input
  • Facilitate stakeholder workshop
  • Contextual analysis to inform development of action plan for national integration payment of outcome budgets
  • Identify relevant country documents and literature
  • Conduct key informant interviews
  • Synthesize data collected to develop draft report to be validated by stakeholders
  • Develop draft report to be finalised based on stakeholders’ inputs
  • Policy brief based on the contextual analysis report
  • Draft an action plan for national integration payment of outcome budgets based on the contextual analysis

Educational Qualifications

  • Essential: At least a master’s degree in health economics, health systems, public health, health policy and planning or related degree.
  • Desirable: PhD in any of the fields above will be an added advantage

Experience

  • Essential: At least 10 years’ experience in conducting research in health policy and systems research and evaluation
  • Essential: Experience in supporting public-private collaborations and private sector participation in the health sector including blended financing and other related instruments
  • Essential: Good understanding of private sector governance in the context of the Kenyan health sector
  • Essential: Experience working with WHO, UN agencies or any other international organization in similar or higher capacity will be an added advantage

Skills/Knowledge

  • Essential: Experience in coordinating and facilitating co-creation workshops
  • Essential: Demonstrated analytical (qualitative and quantitative) and writing skills
  • Essential: Good interpersonal, communication and presentation skills

Languages and level required

  • Essential: Must be proficient in English (writing and speaking)
