JOB TITLE DEPUTY DIRECTOR QMS, HSE AND RISK MANAGEMENT
COORDINATION
Reports To DIRECTOR, STRATEGY AND PLANNING
Job Purpose Reporting to the Director Strategy and Planning, the successful
candidate will be responsible to coordinate the activities and
functions of Quality Management System, Health Safety
Environment and Risk management in the Authority.
1. Scope of Work /Duties /Responsibilities
1.1. Steering the implementation of the Authority’s Enterprise Risk
Management Framework;
1.2. Identifying likely risks of the project and providing mitigating measures to
guide implementation;
1.3. Identifying issues relating to QMS, HSE and risks within project
implementation and explore potential solutions and appropriate
implementation of solutions in the Authority;
1.4. developing and implementing appropriate Risk Management Strategies
and Policies for the Authority;
1.5. Ensure QMS, HSE and risk-adjusted management of all projects to ensure
both fiscal and operational continuity;
1.6. Reviewing of the Documented Processes in liaison with the users until
they are uploaded to Q-Pulse for approval by Departmental Managers;
1.7. Oversee training of staff on ISO 9001:2015 and other Management
Standards;
1.8. Guiding staff on the implementation and review of ISO 9001:2015
Requirements, QMS, HSE and also including Risk Management in the
Authority;
1.9. Plan, Schedule and Conduct of Internal ISO 9001:2015 and ISO/IEC
17025:2017 Audits;
1.10. Monitoring the key corporate risks and exposures, and escalate the
priority issues to the CEO or Directors;
1.11. Providing secretariat services to the Central Risk Steering Committee;
1.12. Evaluating the Enterprise Risk Management Framework against the
evolving best practices in risk management;
1.13. Reviewing the key risk indicators applied across the Authority and their
appropriateness; and
1.14. Ensuring the development, rollout and review of QMS, HSE and Risk
Management Information System as a repository for risk data and
information in the Authority.
2. Qualifications
2.1. Bachelor’s Degree in Finance, Accounting, Business Administration, Risk
Management, Statistics, Economics, Actuarial Science or equivalent
qualifications from a recognized institution;
2.2. Master’s Degree in Finance, Accounting, Business Administration, Risk
Management, Statistics, Economics, Actuarial Science or equivalent
qualifications from a recognized institution;
2.3. Professional qualification, where applicable
2.4. Membership to a professional body where applicable
2.5. Management course lasting not less than four (4) weeks
2.6. Proficiency in computer applications
3. Experience
3.1. A minimum period of ten (10) years in relevant work experience and at least
three (3) years in a Supervisory position in the Public Service or Private Sector.
4. Key competencies
4.1. Strong well-developed communication and interpersonal skills including
ability to prepare relevant reports.
4.2. Ability to maintain professional status and keep abreast of evolving trends.
4.3. Leadership skills.
4.4. Communication and presentation skills in both English and Kiswahili.
4.5. High level interpersonal and cross-cultural skills.
4.6. Ability to maintain professional status and keep abreast of evolving trends.
4.7. Demonstrate technical expertise in quality assurance and visible auditor
attributes and values
4.8. Ability to deliver KEMSA’s articulated vision and mission.
4.9. Good interpersonal skills
4.10. Ability to empower staff through coaching and counselling by emphasizing
accountability and results oriented management rather than direct
supervision;
4.11. The ability to self-prioritize workload
