JOB TITLE DIRECTOR, SUPPLY CHAIN MANAGEMENT SERVICES
Reports To The Chief Executive Officer (CEO)
Job Purpose Reporting to the CEO, the successful candidate will be
responsible for the provision of overall strategic management of
supply chain activities; procurements, contracts, disposal
processes, inventory control, asset management and to render
procurement professional advice to the Authority.
1. Scope of Work /Duties /Responsibilities
1.1. Overseeing implementation of public procurement policies, regulations
procedures and guidelines;
1.2. Monitoring compliance with public procurement and asset disposal act,
2015, and regulations; process tender for procurement of goods and
services as per laid down policies and procedures;
1.3. Reviewing approved orders and requisitions;
1.4. Coordinating with legal and user departments in drawing and managing
procurement contracts;
1.5. Overseeing development of procurement plans in liaison with users and
as per the requirements and facilitate execution; and implementing of eprocurement strategies;
1.6. Ensuring provision of secretariat services to the procurement committees;
1.7. Coordinating the disposal of unserviceable stores as per the established
regulations;
1.8. Ensuring maintenance of manual and computerized database of
procurement transactions at the Authority;
1.9. Monitoring development and implementation of procurement systems for
security and safe custody of the Authority’s assets; and
1.10. Ensuring maintenance of assets register as per the procurement and
assets disposal act.
2. Qualifications
2.1. Bachelor’s degree in any of the following disciplines: Supply Chain
Management, Procurement and Logistics, Commerce, Business
Administration, Economics, or its equivalent qualifications from a recognized
institution
2.2. Master’s degree in any of the following disciplines: Supply Chain
Management, Procurement, Commerce, Business Administration, Economics
or its equivalent qualifications from a recognized institution;
2.3. Be a member of Kenya Institute of Supplies Management (KISM) or Certified
Institute of Purchasing and Supply (CIPS) in good standing.
2.4. Leadership Course lasting not less than four (4) weeks from a recognized
institution;
2.5. Certificate in Management Course from a recognized institution;
2.6. Proficiency in computer applications;
2.7. Demonstrated merit and ability as reflected in work performance and results;
and
2.8. Fulfilled the requirements of Chapter six of the Constitution.
3. Experience
3.1. A minimum period of twelve (12) years in relevant work experience and at least
four (4) years in a Management position in the Public Service or Private Sector;
