JOB TITLE DEPUTY DIRECTOR, INTERNAL SUPPLY CHAIN MANAGEMENT
SERVICES
Reports To DIRECTOR, SUPPLY CHAIN MANAGEMENT SERVICES
Job Purpose Reporting to the Director, Supply Chain Management Services the
successful candidate will be responsible for the selection and
implementation of appropriate procurement methods, processing of
tenders and request for quotations, award of tenders, debriefing,
contract drafting and reporting to ensure value for money in the
acquisition of goods, works and services meant for effective and
efficient operation of the Authority.
1. Scope of Work /Duties /Responsibilities
1.1. Implementing public procurement policies, regulations procedures and
guidelines;
1.2. Monitoring compliance with public procurement and asset disposal act,
2015, and regulations; process tender for procurement of goods and
services as per laid down policies and procedures;
1.3. Approving orders and requisitions;
1.4. Coordinating with legal and user departments in drawing and managing
procurement contracts;
1.5. Developing procurement plans in liaison with users and as per the
requirements and facilitate execution; and implementing of e- procurement
strategies.
1.6. Ensuring provision of secretariat services to the procurement committees;
1.7. Coordinating the disposal of unserviceable stores as per the established
regulations;
1.8. Maintaining manual and computerized database of procurement
transactions at the Authority;
1.9. Monitoring development and implementation of procurement systems for
security and safe custody of the Authority’s assets; and
1.10. Ensuring maintenance of assets register as per the procurement and
assets disposal act.
2. Qualifications
2.1. Bachelor’s degree in any of the following disciplines: Supply Chain
Management, Procurement and Logistics, Commerce, Business
Administration, Economics or its equivalent qualifications from a
recognized institution
2.2. Master’s degree in any of the following disciplines: Supply Chain
Management, Procurement, Commerce, Business Administration,
Economics or its equivalent qualifications from a recognized institution;
2.3. Be a member of Kenya Institute of Supplies Management (KISM) or
Certified Institute of Purchasing and Supply (CIPS) in good standing;
2.4. Certificate in Management lasting not less than four (4) weeks Course
from a recognized institution;
2.5. Proficiency in computer applications;
2.6. Demonstrated merit and ability as reflected in work performance and
results; and
2.7. Fulfilled the requirements of Chapter six of the Constitution.
3. Experience
3.1. A minimum period of ten (10) years in relevant work experience and at
least three (3) years in a Supervisory position in the Public Service or
Private Sector;
