JOB TITLE DEPUTY DIRECTOR, VENDOR MANAGEMENT SERVICES
Reports To DIRECTOR, SUPPLY CHAIN MANAGEMENT SERVICES
Job Purpose Reporting to the Director, Supply Chain Management Services, the
successful candidate will be responsible for contract administration,
supplier performance management/appraisal, monitoring of
contract execution, close out and reporting and with overall aim of
achieving operational excellence.
1. Scope of Work /Duties /Responsibilities
1.1. Facilitating the Development of vendor administration/management
framework;
1.2. Coordinating the establishment and implementation of supplier
performance management framework, standardized grievance and
resolution process for contract deviations;
1.3. Monitoring continuous improvement plans based on the project, supplier
1.4. relationship type, supplier strategy and agreed KPI’s and targets;
1.5. Overseeing and monitoring the performance of the contracts;
1.6. Overseeing the prompt delivery of all requirements of the contracts
KEMSA Procurement and Procedures Manual;
1.7. Ensuring that documentations are properly assembled to facilitate timely
payment to the suppliers/ contractors;
1.8. Coordinating proper handling of contract variations and modifications;
1.9. Managing the hand over and acceptance procedures;
1.10. Ensuring maintenance of the contract management records;
1.11. Ensuring that suppliers/ contractors comply to the provisions of the
contracts;
1.12. Facilitating the discharge of performance and other guarantees;
1.13. Oversee preparation of contract management reports and timely
submission to the CEO and the Board; and
1.14. Ensuring existence of harmonious relationship between the Authority and
its suppliers.
2. Qualifications
2.1. Bachelor’s degree in any of the following disciplines: - Supply Chain
Management, Procurement and Logistics, Commerce, Business
Administration, Economics or its equivalent qualifications from a
recognized institution.
2.2. Master’s degree in any of the following disciplines: - Supply Chain
Management, Procurement, Commerce, Business Administration,
Economics or its equivalent qualifications from a recognized institution.
2.3. Member of Kenya Institute of Supplies Management (KISM) or Certified
Institute of Purchasing and Supply (CIPS); or equivalent professional body
in good standing;
2.4. Management course lasting not less than from a recognized institution;
2.5. Proficiency in computer applications;
2.6. Demonstrated merit and ability as reflected in work performance and
results; and
2.7. Fulfil the requirements of Chapter Six of the Constitution.
3. Experience
3.1. A minimum period of ten (10) years in relevant work experience and at
least three (3) years in a Supervisory position in the Public Service or
Private Sector.;
