Background:
Teams to strengthen health systems for improved quality of healthcare in Kenya. Ciheb-Kenya is collaborating with the county governments of Mombasa, Kilifi, Kwale, Taita Taveta, Machakos, Makueni, Kitui, Nairobi, Kisumu, and Migori to support the implementation and expansion of high quality, sustainable, and comprehensive HIV prevention, care, and treatment programs, and expansion of COVID19 vaccination with funding from the President's Emergency Plan for AIDS Relief (PEPFAR). Through the County Ownership and Networks to maintain Nairobi Epidemic Control (CONNECT) program, Ciheb-Kenya and the Nairobi Metropolitan Services (NMS) are working on a collaborative project towards the provision of high quality HIV prevention, care and treatment services to select health facilities in Nairobi City County. The project is therefore seeking for suitably qualified persons able to fill the positions of the positions below. The positions will be based at the various county health facilities in Nairobi within the County Health Services Department and mainstreamed into the county structures. These are one-year fixed-term contracts, renewable based on performance and availability of funding.

Overall Job Description:
The HTS Supervisor will provide direct supervision to HTS Counselors who provide HIV testing services and linkage of HIV-infected clients to care in PACT Endeleza-supported facilities. S/he will oversee the quality of implementation of HTC services in all health service delivery points
Key Responsibilities:
1. Enhance the provision of quality HTS services by HTS service counselors in all service delivery points as per Kenya HTS national guidelines leading to HIV testing of 100% of eligible facility attendants.
2. Strengthen referral and enrollment of all clients who test HIV positive in HIV care resulting on 95% of clients linked to HIV care.
3. Coordinate defaulter tracing of pre-enrollment clients not linked to care in supported facilities.
4. Ensure optimization in testing of elicited contacts in assisted partner notification services.
5. Coordinate and participate community targeted testing as appropriate.
6. Coordinate monthly counsellor testing observed sessions.
7. Participate in counsellor supervision sessions/meeting to handle counsellors’ burn out issues.
8. Coordinate HTS data collection and reporting from allocated facilities as per PACT Endeleza timelines.
9. Ensure maintenance of well-documented HTC registers and HTC wall charts in allocated sites.
Reports Expected:
1. Daily HTS data from all supported counselors.
2. Weekly aPNS data from all allocated facilities.
3. Test kit consumption data including available balances per site.
Qualifications:
 Bachelor’s degree in Counselling/Psychology.
 NASCOP certified HIV Counselling and Testing certificate.
 Five (5) years of experience in Providing HIV testing Services and assisted partner notification services.
