About the Role

Our client, a non-profit organization, whose main goal is to make an impact in the Health Sector is looking to recruit a Monitoring, Evaluation, and Learning (MEL) Manager. Reporting to Senior Manager MEL, he/she will develop and lead the monitoring, evaluation, and learning functions in the organization including the quality control of data and services as well as the coordination of externally conducted impact evaluations.
Job Location: Nairobi
Key Responsibilities:
• Support the development of a comprehensive monitoring and evaluation plan across the organization and ensures delivery against the plan in Kenya and support the development of MEL frameworks across the programs.
• Provide MEL technical assistance and leads MEL activities for all programs within the organization.
• Identify Key Performance Indicators and supports the process of target setting for each of the KPIs.
• Develop a comprehensive reporting framework targeted at different internal and external audiences and work in collaboration with the impact analysts to develop regular reports that guide management during decision-making.
• Promote a culture of data demand and use within the organization.
• Design, manage and report on periodic evaluations both internally and with external consultants of the organization's innovations and interventions and their contribution to deepening impact, increasing impact per dollar and achieving Kenya's government's strategies and plans.
• Support the development of funding proposals and concepts as well as other fundraising efforts tailored towards broadening and deepening impact by ensuring the proposals have robust MEL frameworks that would support reporting of donor-funded KPIs.
• Support the testing of proposed models and ensure documentation of key findings by collaborating with the Innovations Network Team, Experiments Team, and Technical Leads of Experiments.
• Spearhead the development of the capacity of staff to understand and reflect on data and the use of Monitoring and Evaluation tools.
• Document findings and share lessons learned as well as best practices to ensure the knowledge gained leads to improvement of programs and influences strategic decisions.
• Inform on various learnings that will lead to the development of future programs and enhance current activities.

• Support the process of building the capacity of staff on MEL aspects with the goal of strengthening the organizational technical capacity.
• Enhance project implementation by sharing timely information on key lessons around program challenges that can be mitigated and sharing key successes that can be scaled up.
• Contribute to the dissemination of key findings, to counties and other stakeholders by compiling county profiles and publication papers.
• Build evidence of the impact of the organization model through collaborating with research bodies to carry out successful targeted research and analysis towards organizational influence and government integration goals.
• Support documentation and dissemination of generated research, analysis, and learning internally and externally.
• Support in the review and input of internally led research activities providing recommendations on areas that can be scaled or adapted in the organization.
• Support the development and review of QC strategies, QC tools, and QC processes.
• Support the QC team to develop QC concepts and QC process mechanisms for various programs within the organization.
• Monitor the quality of data and of service delivery by overseeing the QC calls and other data verification processes.
• Oversee adherence to QC Standard Operating Procedures (SOPs) as well as adherence to QC processes through monitoring performance on specified Key Performance Indicators and giving feedback on recommendations.
• Review QC reports and other QC data, ensuring timely dissemination to management and branch teams.
• Guide the QC data verification process by monitoring the data collection process and analysis to ensure high-quality data is reported that is a true reflection of activities on the ground.
• Support the continual running of various QC processes within the organization.
• Support identification of capacity gaps through reviewing analyzed data, and giving recommendations on areas of improvement.
• Oversee the process of QC phone surveys and field surveys to collect data on various quality metrics.
Qualifications:
• Bachelor’s degree in M&E, Public Health, or a related field;
• Minimum of Seven (7) years of relevant experience in a similar organization with two (2) at the supervisory level.
