Overview
Kenya Marine and Fisheries Research Institute (KMFRI), a State Corporation under the Ministry of Agriculture, Livestock, Fisheries and Cooperatives, State Department for Fisheries, Aquaculture, and the Blue Economy was established by an Act of parliament (The Science and Technology Act Cap. 250 of the Laws of Kenya of 1979) which has since been repealed by The Science, Technology, and Innovation Act No.28 of 2013.
KMFRI's mandate is to undertake research in "marine and freshwater fisheries, aquaculture, environmental and ecological studies, and marine research including chemical and physical oceanography", in order to provide scientific data and information for the sustainable development of the Blue Economy. The Institute is also mandated to cooperate with other organizations and institutions of higher learning in training programs and on matters of relevant research.
The Institute has Research Centers and Stations located in Mombasa, Kisumu, Naivasha, Baringo, Kegati, Sangoro, Sagana, Shimoni, Turkana, a research substation at Gazi, and the Nairobi liaison office.
KMFRI is seeking to recruit self-motivated professionals who are team players to fill the following vacant position within the approved staff establishment.
ASSISTANT DIRECTOR HUMAN RESOURCE MANAGEMENT- (KMFRI GRADE 4)
(a) The duties and responsibilities of the officer will entail: -
i. Overseeing the development, implementation, and review of human resource management policies, plans, strategies, programs, processes, and budgets;
ii. Managing employee relations programs and ensuring staff discipline is maintained;
iii. Managing the staff performance appraisal system;
iv. Prepare and monitor the implementation of the departmental Work Plan;
v. Overseeing human resource planning and development;
vi. Coordinate the staff induction and onboarding programs;
vii. Promotes best practices in the management of human resource function;
viii. Develop, implement and review the Institute’s human resource career guidelines;
ix. Coordinate the development and implementation of annual performance contracts in the department;
x. Ensure compliance and mainstreaming of cross-cutting issues such as occupational health and safety, HIV/AIDS, Gender, Disability, Alcohol and Drug Substance Abuse policies;
xi. Overseeing the implementation of training programs based on identified needs;
xii. Overseeing the monitoring and evaluation of the effectiveness of training and development programmes;
xiii. Providing guidance on the development and updating of the human resource database;
xiv. Overseeing the effective administration of the payroll system;
xv. Oversees the development and implementation of grievance handling mechanisms among staff;
xvi. Overseeing the reconciliation of staff compliment and establishment;
xvii. Overseeing the administration of staff welfare;
xviii. Approves leave applications, sick sheets and sick offs for staff;
xix. Advising on the HR management information systems; and
xx. Providing secretarial services to the Institute Human Resource Management Advisory Committee (HRMAC).
(b) Requirements for Appointment/Person Specification
For appointment to this grade, a candidate must have: -
i. Master’s degree in any of the following disciplines: - Human Resource Management, Business Management, Business Administration, or its equivalent qualification from a recognized institution;
ii. Bachelor’s degree in Human Resource Management or its equivalent qualifications from a recognized institution;
iii. Professional qualification in human resource management e.g. Certified Human Resource Management Professionals (CHRP);
iv. At least eight (8) years relevant work experience and at least three (3) years in management level in a comparable position in public service or private sector;
v. Membership to the Institute of Human Resource Management in good standing with a practicing certificate;
vi. Proficiency in computer applications;
vii. Minimum KCSE C+ (plus) or its equivalent;
viii. Management course lasting not less than four (4) weeks, or equivalent, from a recognized institution;
ix. Demonstrated good results in work performance; and
x. Met the requirements of Chapter Six of Constitution.
