About the Role

Purpose of consultancy

To contribute to the coordination of the quality assurance process for all normative and standard-setting (N&S) products that are not guidelines.  The consultant will provide technical expertise in strengthening, evaluating and improving the operation, maintenance and management of the Quality Support Panel (QSP). 

Deliverables: 

To contribute to the coordination and implementation of the quality assurance process for all normative and standard-setting (N&S) products that are not guidelines through the Quality Support Panel. 

  • Output 1: Ensure the screening, registration, tracking, review and follow-up of N&S products submitted for review by the QSP; check all submissions for completeness, follow-up on missing information, upload submission in Editorial Manager or similar platform and prepare periodic reports; track completion of all reviews and feedback; maintain the database with submissions.
  • Deliverable 1.1: Monthly report on the number of submissions to the QSP, number of complete and incomplete submissions, number of completed reviews and feedback, and other related information.
  • Output 2: Manage the assignment of QSP submissions to reviewers and scheduling of the QSP panel meetings; liaise with the reviewers of the QSP to ensure timely, consistent and predictable quality appraisal; maintain the database of QSP meetings and reviews.
  • Deliverable 2.1: Monthly report on the number of QSP meetings and attendance, number of reviews done per reviewer, duration from submission to feedback, number of inconsistent or difficult reviews, and other related information.
  • Output 3: Facilitate QSP Secretariat activities, including organization of trainings, announcements, communication, etc.
  • Deliverable 3.1: Smooth support to QSP Secretariat, Yearly report on QSP Secretariat’s activities.
  • Output 4: Set up, maintain and update as needed the QSP Editorial Manager platform, QSP related teams folders and Sharepoint for the QSP.
  • Deliverable 4.1: Up to date and functional QSP tools. 
  • Output 5: Provide information to technical units on the quality assurance processes through emails; contribute content for website and short information material.
  • Deliverable 5.1: Relevant information disseminated. 

Qualifications, experience, skills and languages.

Educational Qualifications:

Essential:

  • University degree in health science, public health, management sciences, business/public administration or information technology.

Desirable: 

  • Project management certification or courses; training in epidemiology, research or medicine/nursing.

Experience

Essential:

  • Minimum 5 years of relevant experience such as information management, knowledge management, editing, programme planning/implementation or project management.
  • Relevant service-oriented experience.

Desirable: 

  • Experience with WHO, the UN or other international organizations.
  • Experience as scientific journal editor.

Skills

  • Proven skills in the areas of project management.
  • Computer literacy and ability to use a variety of software.
  • Excellent communication and organizational skills
  • Attention to details
  • Proficiency in the use of Editorial Manager, SharePoint, Teams 
  • Familiarity with WHO technical/administrative systems and organizational structures.

Languages required:

Essential:

  • Expert knowledge of English.
