About the Role

Purpose of consultancy

To provide technical input in the areas of policy and strategy for the United Nations Multi-Partner Trust Fund to Catalyze Country Action for Non-Communicable Diseases and Mental Health (Health4Life Fund).

Deliverables: 

  • Deliverable 1: Develop first and subsequent drafts of a private sector engagement strategy, drawing on the inputs from existing staff across WHO, UNDP, UNICEF (and other members of the Task Force) as well as the UN Multi-partner Trust Fund Office, Member States and development partners.
  • Deliverable 2: Develop first and subsequent drafts of impact and reporting measures for countries receiving grants, drawing on the inputs from existing staff across WHO, UNDP, UNICEF (and other members of the Task Force) as well as the UN Multi-Partner Trust Fund Office, Member States and development partners.
  • Deliverable 3: Receive inputs from the Steering Committee before developing a final private sector engagement strategy.
  • Deliverable 4: Receive inputs from the Steering Committee before developing a final impact and reporting measures.
  • Deliverable 5: Draft text to contribute to country proposals in line with the Health4Life Fund Terms of Reference and operation guidance, drawing on the inputs from staff across WHO, UNDP, UNICEF (and other members of the Task Force) and global, regional and country level and the UN Multi-Partner Trust Fund Office. 
  • Deliverable 6: Collate of applications with initial review to ensure applications meet the requirements set out in the call for proposals.
  • Deliverable 7: Develop first and subsequent drafts of progress reports on the Health4Life Fund for the Health4Life Fund Steering Committee, the Task Force, the Economic and Social Council of the United Nations (ECOSOC) and World Health Assembly (WHA), drawing on the inputs from existing staff across the Participating UN Organizations (and other members of the Task Force) as well as the UN Multi-partner Trust Fund Office, Member States and development partners.

Qualifications, experience, skills and languages

Educational Qualifications

Essential:

  • Advanced university degree in global health, international relations, political science or a relevant field. 

Desirable: 

  • Advanced university degree in Health & Health Sciences/Public Health.

Experience

Essential:

  • Over 10 years of relevant experience in developing and implementing policy and strategy for multi partners trust funds and/or other financing instruments.
  • Experience in operations with regards development programmes/projects in the area of NCDs and/or mental health.

Skills/Knowledge:

  • An understanding of the way that the UN system works (ideally including multi-partners trust funds) and engages with partners, including the private sector.

Languages required:

Essential

  • Expert knowledge of English. 

Desirable

  • Knowledge of any other UN language.
