Role Purpose
The job holder should be a detail-oriented, thorough, and organized procurement officer to oversee purchases and develop new contracts. He/she will play a key role in procuring high-quality and cost-efficient supplies for the organization. He/she will follow procurement procedures, maintain an updated list of current and incoming inventory, and be responsible for making purchases.
Main Responsibilities
Procurement Planning & Tender-bid management:
- Participate in the preparation of the annual procurement plan.
- Forecast and support preparation of the budget for better procurement planning.
- Implement the company procurement policy and procedure manuals to establish internal control systems and procedures.
- Preparation and/or endorsement of the tender strategy proposal, bids opening, bids evaluation, asset disposal, and order award proposals, including communication of results from bids and undertaking negotiations where required.
- Processing and evaluating user requisitions and purchasing the required goods and services in the most efficient, optimal, and cost-effective manner using a P2P system.
Stakeholder Engagement:
- Prequalification of suppliers for all business lines and users in Jubilee Insurance.
- Perform supplier site visits.
- Negotiating prices and terms of products with suppliers.
- Ensure supplier database is up-to-date and conducts annual supplier evaluation as per departmental guidelines.
- Ensure contracts with suppliers are duly prepared by the Legal department, properly maintained for reference, and reviewed on a regular basis.
Records Management & Reporting:
- Maintain the safe custody of records on the procurement activities for at least 7 years.
- Prepare departmental monthly analysis reports on company expenditures and savings.
- Manage the company asset register
Compliance:
- Ensure compliance with the procurement manual of the company and the PPDA of 2016.
- Perform delivery checks and keep an updated record of the requisitioned, delivered, and issued
Logistics:
- Organize travel logistics as per the company travel policy.
- Manage the coordination of the disposal of obsolete goods.

Qualifications
- A Bachelor’s degree in Procurement and supply chain or a Business-related course
- Diploma in procurement and supply chain management or CIPS Level 4
- Proficient in the use of Microsoft Office Suite and packages
Relevant Experience
- Minimum of 5 years’ experience in a purchasing function.
