PURPOSE OF THE ASSIGNMENT

We are currently seeking to fill the position of Programme Policy Officer - CBT. The programme policy officer will report directly to the Transfers Management team leader and will provide support on various activities ensuring effective management of the CBT operations. They will also provide operational support to the team leader, acting as the key interface with all units involved in the CBT business process model.

KEY ACCOUNTABILITIES

  • Contribute to the formulation and updating of the Country Office CBT strategy according to the practical realities/context in the field, and in line with both the Regional and WFP Corporate CBT strategy.
  • Engage in consultations and technical discussions to contribute to shaping WFP's corporate CBT policy, taking into account the country, regional and continental perspectives, initiatives and commitments.
  • Develop CBT programme guidance and implementation modalities and operations, to ensure a clear and strong connection between HQ/RB and the Country office field operations.
  • In consultation with the Team Leader, and in coordination with CO Finance, IT and Supply chain units, position WFP as the leader in cash-based programming in Somalia; by exploring innovative CBT delivery mechanisms, including new payment mechanisms, renewing best practices of CBT implementation and identifying avenues for strengthening existing systems; and diversifying these in accordance with WFP operational guidance.
  • Provide advice and technical support to CO programme staff on moderately complex CBT and SCOPE issues to clarify ambiguities and ensure that policy and programme operations are consistent with WFP policies, Executive Board decisions, and other relevant guidance.
  • Provide technical advice or mobilize technical expertise, on WFP's programme and policy issues including the CBT transfer modalities and delivery mechanisms, and the deployment and testing of innovative approaches and the development of CO strategies to support efforts to reduce hunger and malnutrition.
  • Capacity build WFP field level staff and Cooperating staff on SCOPE registrations, deduplications principles/analysis and AO level analytical reports.
  • Lead, motivate and develop a selected team of CBT/TMT staff to enable high performance, by providing hands on coaching to the selected team members in order to ensure that CBT transfers and related processes within Somalia Country Office are managed according to WFP corporate guidelines, standards and procedures.
  • Provide oversight to the mobile money TMT team to ensure timely transfers and reconciliation for all activities are done accurately in collaboration with Finance and resource management units.
  • In consultation with the Team leader, coordinate the internal monthly CBT working group meetings and contribute to the Country office CBT strategic discussions and coordinated implementation of CBT programme.
  • Nurture relationships with key partners implement various forms of CBT in order to form and manage collaborative partnerships.
  • Closely coordinate with the CO data analyst in the extraction and validation of key CBT analytical reports to contribute to the CO reports to both internal and external stakeholders.
  • Provide timely bi-weekly unit updates to the CO reports unit with utmost clarity and accuracy on key statistics for various CBT activities.
  • Provide other ad hoc reports as may be requested by CO management.

MINIMUM QUALIFICATIONS

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • At least five (5) years of postgraduate professional experience in humanitarian programmes
  • Experience in leading a programme team or a component of a country office programme portfolio
  • Knowledge and experience of the use of SCOPE is highly preferred
  • Understanding of Cash based Programme in humanitarian context
  • Knowledge of different humanitarian assistance and development practices like safety nets
  • Experience in policy discussions/engagement and provided input into policy decisions
  • Ability and willingness of frequent travel and stay in the field (Somalia)
  • Proven professional experience in the field with ability to work under pressure and independently on technical matters with minimum supervision
