Core Duties and Responsibilities

  • Preparing and implementing procurement strategies and annual procurement budgets that conform to the overall business strategy and accountability for its implementation. 
  • Preparing and coordinating the implementation of the Annual Procurement plan.
  • Recommend appointment of members to various procurement committees.
  • Review tender evaluation reports and provide signed professional opinion to the Managing Director.
  • Preparing all tenders and ensuring compliance with all statutory requirements on uploading tender information in the appropriate government portal. 
  • Preparing and submitting quarterly procurement reports to the Board for approval.
  • Defining and managing key supplier relationships so as to control spending and build a culture of long-term saving on procurement costs while upholding quality. 
  • Overseeing the interpretation and implementation of procurement laws, rules, and regulations including performing risk management for supply contracts and agreements and ensuring adherence to legal and regulatory requirements. 
  • Implementing category management and sourcing management as part of the procurement function in order to unlock value through Procurement activities. 
  • Working in collaboration with user departments to track the performance of outsourced services providers and ensure that they are in conformance with agreed Service levels.
  • Performing any other duties as may be assigned from time to time.

Minimum Qualifications and Experience

  • Bachelor’s degree in Supplies Management, any Procurement related field, or equivalent qualification from a recognized institution. 
  • Master’s degree in any of the following disciplines: – Supplies Management, any Procurement related field, or equivalent qualification from a recognized institution will be an added advantage.
  • Diploma in CIPS or KISM or other relevant professional certifications.
  • Membership in the Kenya Institute of Supplies Management (KISM) and have a valid supplies practitioner’s license.
  • 7 years’ experience in procurement in a similar environment, 4 of which must be in a management role. 
  • Knowledge of public procurement principles and processes, public financial management, and project management.
  • Demonstrated professional competence and managerial capability as reflected in work performance and results. 
  • Proficiency in computer applications; and 
  • Must fulfill requirements of chapter six (of the Kenyan Constitution)
