Academic Qualifications: Advanced University degree in physical science, natural resource management, conservation ecology, agriculture, food systems or a related subject is required.Experience: A minimum of 15 years of progressively responsible experience in international development, programme development, multi-stakeholder partnership building, science-based metrics/standard development, and analytical work in food systems issues is required. Experience of working on partnership building and resource mobilization processes, and in partnership with a range of UN agencies, Science and Research and Civil Society Organizations is required. Knowledge of and experience with research and science-based organizations preferable.

 

Responsibilities

Under the supervision of the Programme Management Officer, NTMU, Biodiversity and Land Branch (BLB), the consultant will:

1. Develop a detailed concept (not more than 20 pages) that will consist of, inter alia:

• A mapping of existing relevant work in UNEP on agriculture across the house, the UN system and the private sector

• A desk review of existing science and available metrics on N+C-Pfree food production

• Outline UNEP’s added value in this space

• Present a preliminary stakeholder and donor mapping.

• Suggest draft principles of engagement – Who does this target? How, where and by when?

2. Build a full 8-year programme on N+C-Pfree agriculture by, inter alia:

• Organizing workshops (as needed), and bilateral discussions both internally and externally either online or in person

• Establishing relevant short, medium and long-term milestones building on existing agriculture work in-house (for example sustainable rice platform, nitrogen, agroecology, CCAC)

• Identifying key outcomes and partnership recommendations, including key high-level players lined up (this could be in conjunction with WEF who are looking at a related effort).

• Fostering and establishing a high-level network of champions and supporters to support a lean yet accountable and inclusive governance structure

3. Deliver a fundraising plan with key leads and at least one full proposal developed (10- 30m plus USD) and several more in the pipeline.

4. Work with an identified research partner to deliver a summary technical document on the state of play on science related to agreed metrics on carbon capture, biodiversity related to farming and nutrient flows into waterways (pollution)

5. Draft targeted policy briefs and reports to UNEP SMT on policy developments, opportunities, and strategic engagement to advance this strategic area’s potential results and impact.

6. Technical support to the global project management team on project reporting, evaluating, capturing, and synthesizing of lessons learned and strategies to promote the uptake of best practices and knowledge, including the development of knowledge materials and guidance notes.

7. Providing technical backstopping, as necessary, to on-going studies on policy for specific initiatives at country and global levels.
