Kenya Urban Roads Authority (KURA) is a State Corporation established under the Kenya Roads Act, 2007 to manage, develop, rehabilitate and maintain national urban roads. The Authority invites applications from qualified candidates for the following vacant positions:

2.  Deputy Director (Quality Assurance) —JG KURA 3 — REF: KURA/PSC/QA/22/1— (1 POST)

Job Purpose/Summary

The job holder is answerable to the Director (Policy, Strategy & Compliance) and is responsible for formulating and implementing quality assurance policies, plans and procedures as well as overseeing technical audits for road works and services implemented by the Authority.

Duties and Responsibilities '
a)  Formulation and implementation of quality assurance policies and procedures for roadwork programmes;
b)  Preparing a quality assurance plan for the Authority;
c)  Ensuring high quality outcomes in road design, construction and maintenance operations through the development, implementation and review of an integrated quality assurance system;
d)  Monitoring and evaluating works activities under the Authority;
e)  Carrying out technical audits for works and services implemented by the Authority or on its behalf;
F)  Identifying areas of technical weaknesses and suggesting remedial measures;
g)  Follow-ups to confirm compliance with prior quality assurance recommendations;
h)  Preparing quality assurance findings, recommendations and conclusions;
i)  Undertaking post audit reviews to confirm compliance with prior quality assurance recommendations;
j)  Certification of work completed within the Authority;
k)  Plan, coordinate and monitor work of the Quality Assurance Department.
1)  Preparing periodic quality assurance reports to the Authority; and
m)  Performing any other lawful duties as may be assigned from time to time.

Qualifications and Experience
For appointment to this position, the ideal candidate must:

a)  Have a minimum period of ten (10) years relevant work experience and at least five (5) years in a supervisory role in comparable position in the Public Service or in the Private Sector;
a)  Have served as an Assistant Director, Engineering for at least three (3) years;
b)  Have demonstrated merit and ability as reflected in work performance and results;
c)  Have a Bachelor's Degree in Civil Engineering or its equivalent qualification from a recognized institution;
d)  Have a Master's Degree in Civil Engineering or Social Sciences or equivalent qualifications from a recognized university;
e)  Have a Diploma or its equivalent qualification in Quality Management Systems (QMS) from a recognized institution;
f)  Have a Certificate in Management course lasting not less than four (4) weeks from a recognized institution;
g)  Be registered by Engineers Board of Kenya as a Professional Engineer with a minimum post registration experience of six (6) years;
h)  Have a valid annual Practicing License from the Engineers Board of Kenya;
i)  Be a member of the Institution of Engineers of Kenya (IEK); and
j)  Fulfil the requirements of Chapter Six of the Constitution of Kenya.

Functional Skills, Behavioural Competencies/Attributes:
a)  Working knowledge of planning, design, construction and maintenance of roads and bridges;
b)  Working knowledge of public procurement systems and processes as used by Government of Kenya, multilateral and bilateral development partners;
c)  Analytical skills, communication skills as well as interpersonal skills;
d)  Ability to manage staff and provide good leadership; and
e)  ICT knowledge.
