Job Summary

The job holder is answerable to the Engineer in the respective Department and is responsible for implementing road asset management policies, coordinate implementation of regional road network asset management programs, liaise with relevant stakeholders on road asset development matters, coordinate activities of road reserve protection activities.

Duties and Responsibilities
a)  Supervise project staff under road reserve protection division;
b)  Supervision of road works assigned by the Resident Engineer and in accordance with the Contract:
c)  Review the contractors' proposed methodology for road reserve protection and advice the resident Engineer;
d)  Review the contractor's proposed health and safety plans and advice the Resident Engineer;
e)  Review the effectiveness of the safety programmes being implemented by the Road contractor and recommend corrective action where necessary;
f)  Assess the quality of the executed works and recommend for their certification as complying with the specifications;
g)  Prepare and submit to the Resident Engineer, detailed periodic progress reports on Road works;
h)  Inspect the completed works and recommend for Inspection;
i)  Conduct surveys to collect field data on road reserve encroachments and road inventory;
j)  Prepare and maintain site records and other road work records;
k)  Prepare work plans in liaison with the supervisor;
I)  Advise on priority list of roads to be incorporated in road reserve protection programmes;
m)  Assist the Engineer in preparing and interpreting blueprints, drawings, drawings, layouts, and other visuals aids;
n)  Undertake joint measurements of contracted works; and
o)  Perform any other lawful duties as may be assigned from time to time.

Qualifications and Experience
For appointment to this position, the ideal candidate must:

a)  Have two (2) years' relevant experience
b)  Have a Diploma in Civil Engineering from a recognized Higher Learning Institution
c)  Be registered as a graduate Technician Engineer with the EBK (Engineers Board of Kenya); and
d)  Fulfil the requirements of Chapter Six of the Constitution of Kenya.

Functional Skills
a)  Have in-depth understanding of road routine maintenance, design and maintenance supervision;
b)  Be proficient in computer applications;
c)  Common operating systems.
d)  Proficiency in Road Engineering Software.
e)  Data analysis Skills
