Job Summary
The job holder is answerable to the HRM Officer and is responsible for providing operational support to the human resource management function so as to attract, motivate and retain competent, skilled and talented human resources for the achievement of the Authority's goals and objectives.
Duties and Responsibilities
a) Draft memos, letters and reports;
b) Provide clerical support to the HR team;
c) Assist in implementation of HR Policies and Procedures;
d) Facilitate meetings, conferences and other special events;
e) Schedule job interviews and assist in the interview process;
f) Prepare new employee files;
g) Maintain computer system by updating and entering data;
h) Maintain calendars for the HR management team;
i) Participate in benefits tasks, such as claim resolutions, reconciling benefits statements, and approving invoices for payment;
j) Perform payroll/benefit-related reconciliations;
k) Compile and update employee records (hard & soft copies;
1) Coordinate HR projects (meetings, training, surveys) and take minutes;
m) Deal with employee requests regarding Human Resources issues rules & regulation;
n) Facilitate issuance of staff ID's;
o) Collate information relating to recruitment and selection, appointments, training, performance management, records and staff compliment control;
p) Collect training calendars from various institutions to help in developing training programmes for the Authority;
q) Collate data in relation to HIV& AIDS Prevention, Gender, Disability Mainstreaming, Alcohol, Drug and Substance Abuse, Occupational, Safety and Health Act;
r) Submit statutory returns;
s) Distribute office supplies (drinking water, beverages and other utilities); and
t) Perform any other lawful duties as may be assigned from time to time.
Qualifications and Experience
For appointment to this position, the ideal candidate must:
a) Have a Diploma in any of the following disciplines: Human Resource, Public/Business Administration or Certified Human Resource Professional Level 3 or Certified Public Secretaries Part I (CPS I) or any equivalent qualification from a recognized institution;
b) Be proficient in computer applications;
c) Certificate in computer applications;
d) Be an Associate Member of the Institute of Human Resource Management (IHRM);
e) Fulfil the requirements of Chapter Six of the Constitution of Kenya; and
f) Minimal experience in work of similar nature in the public service or private sector will be an added advantage.

a) Knowledge in Human Resource Management;
b) ICT skills (Human Resource management & Information system (HRMIS) & Enterprise Resource Planning System (ERP);
c) Report writing skills; and
d) Accounting skills.
