Job Summary
The job holder is answerable to the Deputy Director (Engineering) in charge of the Traffic Management and Road Safety Department and is responsible for formulating and delivery of the Authority's Intelligent Transportation Systems (ITS) strategy to support achievement of overall Authority's objectives.
Duties and Responsibilities
a) Guide and direct the development of strategic plans for Intelligent Transport Systems (ITS) by leading the planning, programming, deployment, maintenance, advancement of intelligent transportation technologies for the Authority;
b) Management ITS maintenance contracts including monitoring performance against Service Level Agreements (SLAs) and making recommendations for payment in line with contract terms;
c) Oversee the operations and maintenance of the Authority's Advanced Transportation Management System (ATMS), including Traffic Control Signals and CCTVs;
d) Manage Traffic Management Centre (TMC) operators and traffic analysts to help with everyday operation of the TMC;
e) Approve work schedules submitted by contractors prior to commencing work;
f) Review invoices from contractors and recommend for payment;
g) Liaise with Development Partners for mobilization of funds for implementation of projects and programmes;
h) Liaise with other state agencies dealing with road safety;
i) Liaise with design engineers and project teams to incorporate ITS into the road designs and project cost estimates;
j) Evaluate latest traffic practices and technology; make recommendations as needed to continuously improve operations;
k) Develop traffic management strategies for the most frequent incidents that will have a significant impact on the network;
1) Develop network management strategies and plans for normal day-to-day traffic management;
m) Develop and implement plans for new traffic signal junctions and interfacing with UTC system;
n) Select and prioritise ITS requirements for consideration in the Authority's budget and procurement plan;
o) Prepare proposals for inclusion in the development and review of policies, regulations and legislations affecting the road sector, the Roads Sector Investment programmes (RSIP), the National Medium-Term Development Plans, Roads Design Standards and
Road Classification among others;
p) Formulate internal policies governing the planning, design, construction and monitoring and evaluation of roads and structures in the Authority that affect ITS;
q) Prepare proposals to be included in the development of the Authority's Strategic Plan;
r) Prepare and implement department's strategic objectives;
s) Handle correspondences with internal and external parties;
t) Monitor the changes in the funding priorities and requirements of the government and advice the Authority;
u) Monitor the changes in the priorities and requirements/conditions from theDevelopment Partners and advice the Authority on compliance requirements; and
v) Carry out performance monitoring and appraisal of staff under his/her purview; and
w) Perform any other lawful duties as may be assigned from time to time.
Qualifications and Experience
For appointment to this position, the ideal candidate must:
a) Have seven (7) years general work experience and at least three (3) years of proven experience related field with focus on traffic operations;
b) Have served as a Senior Officer or its equivalent for at least three years in a comparable organization;
c) Have a Bachelor's Degree in Computer Science, Information Technology, or a comparable technology related field from an accredited university
d) Must have certification in either of the following, MCSE, MCITP, Cisco, Huawei, or any other equivalent technical professional certification;
e) Have a certificate in Management Course or its equivalent lasting not less than four (4) weeks;
f) Be a member of a professional body such as ISACA, PMI, or Computer Society of Kenya; and
g) Fulfil the requirements of Chapter Six of the Constitution of Kenya.
Functional Skills, Behavioural Competencies/Attributes:
a) Knowledge of basic transportation concepts and Intelligent Transportation Systems (ITS) technologies.
b) Ability to present ideas, facts, technical information, opinions and/or perceptions accurately, thoroughly and persuasively;
c) Ability to work through problems to provide recommendations/solutions;
d) Strong skills in the ability to plan, schedule, and coordinate detailed phases for projects of varying scope;
e) Strong skills in the use of high-performance computer technology;
f) Experience or knowledge of traffic simulation and modelling software such as SUMO, MATSim, Aimsun, TransCAD, CUBE, VISSIM, or similar equivalent;
g) Experience with technical writing and documentation of engineering/data science projects.
h) Ability to work independently and report progress to management;
i) Perform duties and responsibilities with a positive, flexible approach considering the possibility of emergency situations, special events, and/or after-hours activities; and
j) Excellent written and verbal communication skills, including demonstrated ability to communicate concisely and effectively in a business environment.
