About Us
The Veterinary Medicines Directorate (VMD) is a body corporate established pursuant to CAP 366 (article 39) of the laws of Kenya. The functions of the Directorate are as per legal Notice No. 209 of the 2015 gazette of 9th October 2015. VMD was formed with the aim of implementing appropriate regulatory measures to achieve the highest standards of safety, efficacy, and quality for veterinary medicines whether locally manufactured, imported, exported, distributed, sold, or used, to ensure the protection of animal health
and welfare, food safety, and security as well as public health and the environment as envisaged by all laws in force in Kenya. The mandate of VMD is to regulate the manufacture, importation, exportation, registration, distribution, prescription, and dispensing of veterinary medicines and the practice of veterinary pharmacy in Kenya.
VMD invites applications from qualified persons for the following position:
HUMAN RESOURCE MANAGEMENT OFFICER (1 POST): REF NO: 03/2022
Scale: VMD 6
Basic Salary: Ksh 59,500 X4,500-93,500X6,000-99,500

Qualifications and Requirements:
For appointment to this grade a candidate must have:
i. Bachelors Degree in Human Resource Management, Development, Business Administration or Management, Public Administration, Social sciences or any other relevant fields from a recognized institution.
ii. Proficiency in computer applications;
iii. Fulfilled the requirements of Chapter Six (6) of the Constitution.
Responsibilities:
Duties and responsibilities entail assisting in;
i. Updating the leave and absence management master plan and roster;
ii. Capturing data in the Human Resource Management Information System (HRIS);
iii. Carrying out periodic data cleansing and compiling HR reports based on the ERP activities;
iv. Carrying out background checks on all employees on new appointments;
v. Ensuring that statutory deductions and reports are submitted as per set guidelines;
vi. Verifying medical records, processing final dues, opening and closing staff files;
vii. Maintaining and updating a database for interns and attaché’ applicants;
viii. Drafting and verifying routine HR correspondences;
ix. Processing of salaries, allowances, benefits and final dues and payroll administration;
x. Collating and analyzing training applications;
xi. Processing employee recruitment, promotion and exit documents;
xii. processing of leave applications, sick sheets and sick offs;
xiii. Updating of Staff Medical details, Insurance Agency details and National Social Security Agency (NSSF) records;
xiv. Ensuring compliance with the KRA, HELB, CID, NITA, EACC and CRB requirements for all employees;
xv. Carrying out leave administration;
xvi. Updating human resource database;
xvii. Analyzing data on work environment and employees’ satisfaction surveys.
xviii. Inducting staff and on-boarding programs;
xix. Undertaking training needs analysis, projections and developing training
programs;
xx. Developing training materials for in-house courses; and
xxi. Administering performance appraisal, collating performance related data,
analyzing and preparing related reports.
