Overview

Kenya Marine and Fisheries Research Institute (KMFRI), a State Corporation under the Ministry of Agriculture, Livestock, Fisheries and Cooperatives, State Department for Fisheries, Aquaculture, and the Blue Economy was established by an Act of parliament (The Science and Technology Act Cap. 250 of the Laws of Kenya of 1979) which has since been repealed by The Science, Technology, and Innovation Act No.28 of 2013.

KMFRI's mandate is to undertake research in "marine and freshwater fisheries, aquaculture, environmental and ecological studies, and marine research including chemical and physical oceanography", in order to provide scientific data and information for the sustainable development of the Blue Economy. The Institute is also mandated to cooperate with other organizations and institutions of higher learning in training programs and on matters of relevant research.

The Institute has Research Centers and Stations located in Mombasa, Kisumu, Naivasha, Baringo, Kegati, Sangoro, Sagana, Shimoni, Turkana, a research substation at Gazi, and the Nairobi liaison office.

KMFRI is seeking to recruit self-motivated professionals who are team players to fill the following vacant position within the approved staff establishment.

 SUPPLY CHAIN MANAGEMENT OFFICER (KMFRI GRADE 7)

 (a)   Duties and responsibilities of the officer entail;

i.        Participate in provision of technical support on implementation of procurement strategies;

ii.        Preparation of procurement department work plan;

iii.        Compiling and submitting procurement plan;

iv.        Processing purchase requisitions (PRs) from user department;

v.        Preparing tender evaluation reports;

vi.        Liaising with suppliers to ensure timely delivery of goods and services;

vii.        Receiving invoices from service providers, verifying and preparing payment documents;

viii.        Liaising with users to identify items for disposal;

ix.        Extracting data towards preparation of Board circulars, Management and statutory reporting, including spend analysis;

x.        Assist in the implementation of approved consolidated procurement plan;

xi.        Assist in the preparation, compilation and submission of reports to management;

xii.        Assist in the implementation of appropriate internal control systems and conduct regular checks on stocks and issuance procedures;

xiii.        Ensure effective warehousing and distribution operations by supervising the staff working in the warehouse/ stores;

xiv.        Ensuring there is enough and secure storage space for proper storage of the Institute’s assets;

xv.        Coordinate inspection, receipt and issue of goods and services;

xvi.        Coordinate the identification of surplus, obsolete, and unserviceable stores and equipment for disposal purposes;

xvii.        Participate in market surveys by collecting and analyzing data to establish prevailing market prices for standard goods;

xviii.        Provide secretariat services for the ad hoc procurement committees; and

xix.        Supervise the management of procurement registry to ensure safe and secure custody of procurement records.

(b)   Requirements for Appointment/Person Specification

For appointment to this grade a candidate must have: -

i.        Kenya Certificate of Secondary Education (KCSE) mean grade C+ (Plus) or its equivalent qualification from a recognized institution;

ii.        Bachelor’s degree in any of the following: Commerce, Business Administration (Supply Management option), economics, procurement and supply chain management, marketing, law or their equivalent qualification from a recognized institution;

iii.        Be a Member of professional body either KISM or CIPS in good standing.

iv.        Proficiency in computer applications; and

v.        Meets the requirements of chapter six of the constitution.

(c)   Key Competencies and Skills

iv.        Negotiation skills; and

v.        Team building.
