For appointment to this grade a candidate must have: -
A Minimum of twelve (12) years relevant work experience and at least ten (10) in a senior management role in the Public Service or Private Sector;
Bachelor’s Degree (KNQF Level 7 or equivalent) in either Commerce, Accounting, Business Administration, Finance, ICT, Communications, Public Relations, Journalism, Human Resource or any other equivalent qualification from a recognized institution;
Master’s Degree (KNQF Level 9) in any of the following: Commerce, Accounting, Business
Administration, Communications, Public Relations, Human Resource or their equivalent qualification from a recognized institution;
Membership and in good standing of a relevant professional body/Institution;
Leadership Course lasting not less than four (4) weeks from a recognized institution;
Proficiency in computer applications; and
Fulfilled the requirements of Chapter Six (6) of the Constitution

Responsibilities:
Key Duties and Responsibilities;
Overseeing all issues regarding the financing of KNQA activities and advise the
Authority on financial planning strategies and policies;
Developing and implementing sound financial management policies and procedures;
Plan and coordinate timely preparation of annual Work Plans and budget estimates for
the Authority;
Developing and managing internal controls and compliance;
Participating in developing resource mobilization strategies;
Overseeing preparation of the final Annual Statement of Accounts in accordance with
accounting standards and procedures;
Developing and overseeing the implementation of a dynamic corporate strategy that is
able to deliver services and results as envisioned in the strategic plan;
Ensuring prudent and optimal utilization of Authority funds and Assets;
Providing up to date, accurate and prompt management accounts and reports to the
management and the Council;
Providing oversight to the Authority’s human capital affairs, ensuring that the Authority
has the right and sufficient human resource to meet its objectives;
Providing oversight for effective records management operations;
Participating in the development and review of the Institution’s strategic plan;
Reviewing the Corporate Services business plans in line with the overall strategic
objectives and government performance contract;
Overseeing operations of Human Resources, Administration and Finance &
Accounting departments; and
Overseeing the implementation of corporate projects.
